Hookah Age Limit in Japan: Why It's 20, Not 18, and Why Under-20s Can't Enter

Is hookah legal in Japan, and how old do you have to be? The 20+ rule, why adulthood at 18 didn't change it, what ID to bring, and why under-20s can't enter.

“Can I smoke hookah in Japan at 18?” “Is nicotine-free hookah fine for under-20s?” “Will my foreign ID work?” If you’re visiting Japan, the age rules for hookah can be surprising, especially if you’re used to an age limit of 18 or 21 at home.

Here’s the short answer: in Japan, hookah is for people aged 20 and over. That did not change when Japan lowered the age of adulthood to 18 in 2022, and it applies even if you only order a nicotine-free flavor or a soft drink. This guide explains the laws behind the rule, what it means for groups and visitors, and what to bring, based on Japanese law and government sources.

The short version

  • Smoking is prohibited for anyone under 20 in Japan.
  • Japan’s age of adulthood became 18 in 2022, but the smoking age stayed at 20.
  • Under-20s may not enter smoking areas, even if they don’t smoke.
  • So under-20s can’t use a hookah venue, even for nicotine-free flavors or soft drinks.

Law 1: the ban on smoking under 20

Japan’s Act on the Prohibition of Smoking by Persons Under Twenty Years of Age (二十歳未満ノ者ノ喫煙ノ禁止ニ関スル法律), dating from 1900, states in Article 1 that persons under 20 may not smoke tobacco.

Most hookah flavors are made from tobacco leaf. Japan’s Tobacco Business Act defines “manufactured tobacco” as products made wholly or partly from leaf tobacco and prepared for smoking, among other uses.

The same law also sets out:

Article What it says
Article 2 Tobacco and equipment carried for smoking by someone who breaks the ban can be confiscated by administrative action
Article 3 A parent or guardian who knowingly fails to stop a minor from smoking can be fined (a minor fine, karyō)
Article 4 Sellers of tobacco or smoking equipment must take steps such as checking age
Article 5 Anyone who sells tobacco or smoking equipment to a person under 20, knowing it is for that person’s own use, faces a fine of up to ¥500,000

Law 2: adulthood is 18, but smoking is still 20

On 1 April 2022, Japan’s Civil Code lowered the age of adulthood from 20 to 18. However, the Japanese government’s public relations site explains that the age limits for drinking, smoking and public gambling stayed at 20. It says 20 was kept for reasons including health, preventing delinquency and protecting young people.

So “I’m 18, so I’m an adult in Japan” does not apply to hookah.

Japan’s Ministry of Justice states it plainly in its Q&A on the change: even though the age of adulthood under the Civil Code was lowered to 18, the age limits for alcohol and tobacco remain at 20.

Law 3: under-20s may not enter smoking areas

Japan’s Health Promotion Act, fully in force since April 2020, also covers who may enter smoking areas.

  • In the government’s official English translation, Article 33 states that the manager of a facility with a smoking room “must not allow persons under 20 years of age to enter the smoking room.” Article 35 applies the same rule to smoking lounges.
  • Smoking rooms must display a sign stating that entry by persons under 20 is prohibited.
  • Japan’s Ministry of Health, Labour and Welfare explains that under-20s may not enter smoking areas at all, even if they do not intend to smoke, and that this applies to employees as well as customers.

Nicotine-free and soft drinks don’t change it

A hookah venue’s smoking area is a smoking area, whatever you order. So under-20s cannot join, even for a nicotine-free flavor or a soft drink.

The law also defines “tobacco” to include not only manufactured tobacco but also “a manufactured tobacco substitute,” and “smoking” as lighting or heating tobacco to generate smoke or vapor for inhalation.

What this means for groups and families

  • Adults can’t bring under-20s in. Being accompanied by a parent or an adult makes no difference.
  • Check everyone’s age before you go. If one person in your group is 19, the group will need to choose another venue.
  • Visitors are no exception. Japanese law applies to everyone in Japan, whatever their nationality or the age limit in their home country.

What ID to bring

Sellers of tobacco are required to take steps such as checking age (Article 4 of the Act above), and hookah venues may ask for ID on arrival or when you order.

  • Bring photo ID. For visitors to Japan, a passport is the most reliable choice.
  • Which IDs are accepted is up to each venue. If you plan to use a document other than a passport, check with the venue first.
  • Always carry it, whatever your age.

Drinking is 20+ too

Many hookah venues also serve alcohol. Japan’s Act on the Prohibition of Drinking by Persons Under Twenty Years of Age (二十歳未満ノ者ノ飲酒ノ禁止ニ関スル法律) prohibits drinking under 20, requires businesses to take steps such as checking age, and bans them from knowingly selling or serving alcohol to under-20s. So even at a venue where you wouldn’t smoke, the drinks side has its own 20+ rule.

Visitors: you should be carrying your passport anyway

Japan’s Immigration Services Agency explains that foreign nationals in Japan are required to carry their passport and to show it when an authorized official asks. Medium- to long-term residents who carry a residence card do not also have to carry their passport. Either way, you will usually have an official photo ID on you, which makes age checks at a hookah venue straightforward. Keep it somewhere easy to reach when you arrive.

Why 20?

The Ministry of Health, Labour and Welfare’s e-healthnet notes that the younger people start smoking, the more likely they are to become heavily dependent. The government also cites health and the protection of young people as reasons for keeping the smoking age at 20 after the age of adulthood was lowered.

Common misconceptions

“The age limit in my country is 18, so I’m fine.”
Japanese law applies in Japan. The smoking age here is 20, whatever the rule is at home.

“I’m an adult now that adulthood is 18.”
The age of adulthood and the smoking age are separate. Japan lowered the first to 18 in 2022 but kept the second at 20.

“Nicotine-free isn’t tobacco, so it doesn’t count.”
The question isn’t what you smoke but where you are. Under-20s may not enter a smoking area at all, and a hookah venue’s smoking area is exactly that.

“I’ll just sit with my friends and not smoke.”
The Ministry of Health, Labour and Welfare is explicit that under-20s may not enter smoking areas even if they have no intention of smoking.

Before you go: a quick checklist

  1. Everyone in the group is 20 or over.
  2. Everyone has photo ID with them (a passport for visitors).
  3. If anyone plans to use a document other than a passport, the venue has confirmed it accepts it.
  4. You know how the venue takes payment.
